Job Description
I. General Summary
Under limited supervision, of the Security Director provides for the safety and security of UMMC patients, visitors, staff and tangible and intangible assets by overseeing and managing the day-to-day operations of the security and guest's services department personnel at UMMC and its off-campus posts.
II. Principal Responsibilities and Tasks
The following statements are intended to describe the general nature and level of work being performed by the individual assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.
With the advice and approval of the Director of Security, the Security Manager determines how the institutional security policies and procedures are implemented to enforce applicable Maryland State Law and Baltimore City Ordinances and to maintain a safe and secure environment.
- Determines the disposition of Security staff, Special Police Officers (SPO), and any contracted security forces across Medical Center controlled locations under a range of threat/risk levels.
- Establishes the post orders that describe the scope of authority and duties of fixed and roving posts in Medical Center controlled properties under range of threat/risk levels.
- Establishes the overall schedule to be used to staffing designated security posts.
- Reviews performance of police and security operations using objective and subjective criteria and uses performance assessments to improve operational effectiveness.
- Assists the Lead investigators and the Director of Security with investigations into alleged unlawful activities including fraud, waste, abuse and mismanagement. Research applicable legal authorities, collect relevant official documents and other physical evidence, interview witnesses, and produce reports to present and analyze evidence and present investigative conclusions.
- Assists the Director of Security with the development of comprehensive security and emergency response plans.
- Advises the Director of Security and the Security Infrastructure Manager on how physical security systems can be integrated with security operations.
- When directed acts as a liaison with the investigative units of local, state and federal agencies. Assists the police with arrests and investigations, attends court hearings and unemployment hearings as appropriate.
- In the absence of the Director of Security and upon delegation may assume command of all security and guest services operations.
Manages personnel issues associated with the security guard force
- Assists with the hiring and training of officers
- Oversees personnel compliance tasks including mandatory annual training, performance reviews and health risk reduction requirements.
- Advises officers on their performance and assist department supervisors with staff performance reviews and discipline.
- Provides mentorship and positive recognition to personnel
- In coordination with Security Department leadership, resolves employee grievances and issue corrective actions as appropriate.

Qualifications
III. Education and Experience
- Bachelor's degree in criminal justice, social science or a related field is preferred, extensive work experience with an emphasis on supervisory experience in lieu of a degree will be considered.
- Three to five years' experience in a supervisory role in law enforcement or corrections is required. Experience in a hospital setting is preferred.
- Completion of a CPI (Crisis Prevention Institute) course on Non-Violent Crisis Intervention is required within one year of hire or placement into the position.
- Eligible to qualify and obtain a State of Maryland Special Police Commission.
IV. Knowledge, Skills and Abilities
- Excellent knowledge of applicable state laws, quality control techniques, productivity management and improvement, negotiation techniques and work standards are required.
- Proficiency and demonstrated effectiveness in problem-solving and implementing new programs related to increased departmental administrative operating efficiency are required.
- Exceptional interpersonal, written and verbal communication skills are required to work effectively with all levels of hospital personnel and outside agencies.
- Excellent supervisory and leadership skills and experience with developing a high performing security team
- Ability to remain calm and disciplined during a crisis
- Ability to assist in de-escalating situations with conflict and strong emotions
- Basic computer skills required
