Reports to the Associate Chief Operating Officer, UCDH Ambulatory Operations. the Executive Director is responsible for strategic planning, operations, and patient experience in the ambulatory setting for assigned service areas: Musculoskeletal and other specialties.
The position is responsible for providing leadership and monitoring of the day-to-day clinic operations, systems, policy development and implementation, and the fiscal performance of the clinics. The incumbent manages resources to meet patient care, safety, quality and institutional performance goals. The incumbent leads the process design initiatives to increase ambulatory service efficiencies, improve financial performance, and enhance patient satisfaction as part of the enterprise strategic plan.

Minimum Qualifications
• Bachelor’s Degree in health administration field, and/or related business field or have several years demonstrated relevant and equivalent management work experience with the expectation that a related degree will be completed within three years of employment in the position.
• Must have 4 - 6 year of progressive management experience and demonstrated skill necessary to be responsible for the identification, monitoring and maintenance of departments financial, human, and facility resources.
• Possess the management, operational and regulatory healthcare administration knowledge and experience, and ability to learn UCDHS operations in order to be effective resource to clinic managers, providers, and staff.
• Administrative skills including fiscal management experience to develop and lead a successful team to oversee the day-to-day operations of the clinics.
• Professional effectiveness as demonstrated by the ability to establish clear and challenging goals, and develop effective, realistic long- and short-range plans, maintain information, schedules and systems in an organized fashion, exercise reason and sound judgment to make popular and unpopular decisions, using a broad perspective and building consensus, and use initiative, vision, and creativity to take on new task and generate innovative ideas, approaches and solutions.
• Negotiation and persuasion skills to create collaborative relationships representatives from different departments with diverse missions and needs.
• Communication skills to effectively convey information, concepts, instructions, and ideas in oral and written formats to a variety of audiences with diverse backgrounds, agendas, and levels of knowledge and expertise.
Preferred Qualifications
• Master’s degree in related field is preferred.
• Prior experience developing and managing clinics, programs, practices and supporting systems (ambulatory setting for hospital-based outpatient clinics strongly preferred)
Key Responsibilities
Administrative Responsibilities (25%)
• Collaborate with other members of the Director of Clinical Operations senior management team. Assist Director of Clinical Operations in special projects, representing them on project and administrative committee and task force on behalf of the division.
• Coordinates regulatory reviews and site visits by various agencies including JCAHO, DHS, OSHA, etc.
• Coordinates activities closely with Medical Directors and Managers of the Hospital Based clinics.
• Represents the Division on appropriate UCDHS committee and task forces.
• Ensures the accountability of Practice Managers in meeting administrative deadlines.
Personnel Administration (25%)
• Collaborates with Human Resources, the hospital-based Practice Managers and the Director of Clinical Operations in the recruitment and retention of Practice Managers.
• Direct the orientation process for Practice Managers.
• Promote the professional growth and provide leadership to the Practice Managers in the development of their clinic practice and operations.
• Coordinate staff development activities to ensure enhancement of skills and knowledge of the Practice Managers.
• Supervise and evaluate the Practice Mangers and Clinical Operations Coding Unit manager.
Organizational Responsibilities (25%)
• Develop and implement the goals of the UC Davis Health System and the Division through the development and management of oversight of clinics, programs, practices and supporting systems.
• Direct and facilitate hospital-based Practice Managers, Medical Directors and Department Chairs to coordinate and develop systems to increase clinic efficiencies, improve practice and financial performance and enhance patient satisfaction.
• Develop long range strategic plans and direct the development and application of new system technology to improve clinic operations and practice.
• Ensure that system changes are designed and implemented to address and integrate user needs in the ambulatory settings.
Financial and Operations Management (25%)
• Monitor and evaluate the utilization of resources used for the development and maintenance of clinic programs, systems and operations.
• Ensures that Practice Managers meet established budgetary goals through regular budgetary meetings with the managers.
• Ensures the Practice Managers manage processes to attain maximum revenue reimbursement, including authorizations, payments, coding, charge entry, and reconciliations of the billing recirculation error and denial reports.
• Ensure that Practice Managers meet established outpatient clinic practice standards. Assures that managers meet annually established financial, quality and strategic incentive goals.
• Promotes involvement of the Practice Managers to facilitate the development of processes that increase clinic efficiencies, improve financial performance and enhance patient satisfaction.
• As Building Coordinator for the Ambulatory Care Center, develop strong liaison and communication with managers from the service support units to resolve facility operations, fire, police, safety, environmental service, paring, food service and other issues.
• Coordinates activates with other departments and disciplines to enhance effective communication and problem-solving processes.

Providing comprehensive ambulatory services to patients across the Sacramento region through 74 clinics at 32 locations. We offer services in hospital-based clinics, a network of multispecialty off-campus clinics, ambulatory surgery centers, and outpatient clinical affiliations. We also provide a vast array of virtual options for primary and specialty video visits, eConsults, extended hours telehealth express care, and home care services.
